Our SWNA land use chair attended a neighborhood meeting in late December regarding Outcrop Phase II. A number of details about the new lots were discussed, as follows:

35 to 36 residential lots, 4,000 sq. ft. to 8,000 sq. ft. each, on 7.65 acres

Notice of Virtual Public Hearing - Master PLAN approval and Annexation of Shevlin Area into City Limits 3/14/22 @ 5:30PM 2/23/2022
The City of Bend will hold a 'virtual' public hearing before the planning commission on Monday, March 14th, 2022 @ 5:30pm.
This meeting will address master plan approval and annexation into city limits for the 70+ acre Shevlin Area parcel.

The Sounding Board to House Our Neighbors is recommending a proposed package of amendments to the Bend Comprehensive Plan and Bend Development Code for three permanent shelter types (Group, Multi-Room and Outdoor) and two temporary shelter types (Temporary and Hardship Housing). The recommended amendments will be presented at the planning commission hearing on Feb. 14 at 5:30 p.m.
Public comments may be submitted in advance of the meeting via email to Senior Planner Pauline Hardie at phardie@bendoregon.gov, and they must reference project number PLTEXT20210835.

Shevlin Park Road Proposed Construction & Annexation - Virtual public meeting April 20th @ 7pm

The following notice is for a "virtual" public hearing before the City Council on April 20, 2022 @ 7pm.
The proposal is to construct +/-266 homes on 73 acres north of Shevlin Park Road.
The two subject tax lots are currently inside the Urban Growth Boundary (UGB), but outside the City Limits. The proposal includes annexing the two tax lots into the City Limits.

Proposed amendment to Bend Development code re: Middle Housing Units

The City of Bend is proposing amendments to the Bend Development Code to implement SB 458 which was adopted by the Oregon Legislature in 2021. SB 458 allows for a land division of a parent lot solely for ownership opportunities of middle housing units. For example, if a triplex used the middle housing land division process, you could purchase one unit of the triplex and the land around it.
This bill is a follow-up to HB 2001. SB 458 requires jurisdictions to allow middle housing lot divisions for any HB 2001 middle housing type (duplexes, triplexes, quadplexes, townhomes and cottage clusters) built in accordance with ORS 197.758. SB 458 applies to middle housing land divisions permitted after June 30, 2022.
The bill sets forth a series of parameters on how a city must process middle housing land division applications.

Home Energy Score Information and Public Input Opportunities

​The City of Bend is considering a Home Energy Score Program to improve transparency around the energy cost of homes and encourage energy-efficient homes and is seeking feedback on the proposed program at
A Home Energy Score is a rating that assesses a home’s energy efficiency. Like a miles-per-gallon rating for a vehicle, a home energy score provides information about how efficiently a home uses energy which can inform a buyer’s purchase decision. The proposed Home Energy Score Program would require that homes listed for sale in Bend obtain a Home Energy Score prior to listing. The homeowner or their realtor would share the energy scorecard with prospective buyers.
Creating the program is a priority set by the City’s Environment and Climate Committee from the Bend Community Climate Action Plan, a roadmap to achieve the City’s climate action goals to reduce greenhouse gas emissions. The City Council supports developing a Home Energy Score Program this year. The Home Energy Score tool was created by the U.S. Department of Energy and is used in cities across the country.
There will be several ways the community can learn more and provide input. Members of the public are invited to share their feedback about the proposed program during the on the project webpage.
Also, City staff are available to present information, answer questions and solicit feedback for interested groups. Groups or organizations interested in inviting staff to their meetings can contact Cassie Lacy at clacy@bendoregon.gov.
Community members are invited to listen and share public comments during Environment and Climate Committee meetings. The committee is expected to recommend the program to the City Council in the fall, and if the proposal goes to the City Council for consideration, the public could provide input at City Council meetings.
