Some of you may have noticed a For Sale sign along Shevlin Park Road to the east of the Church at the corner of Shevlin Park and Mt. Washington. An application was submitted in December 2023 for a Tentative Plan for a 46-Lot Shared Court Subdivision on this land. This parcel is designated by the City for medium density residential uses (RM), which includes townhomes and other multi-unit properties (from 7.3 to 21.7 units per acre are allowed).
The applicant provided all the details required for site plan approval and notices were sent to adjacent property owners in compliance with City ordinances. The City approved the application in April 2024.
This property is now for sale. Before further development can occur the new owner would be required by the City to submit detailed plans showing the proposed site and grading plans, building details and heights, tree protection and mitigation, etc. This review will occur prior to any building permits being issued.

The City of Bend will hold a “hybrid” public hearing before the Hearings Officer on September 15, 2025 at 02:00 PM on a new land use application.
REQUEST: Proposed Comprehensive Plan Map and Zoning Map amendments to redesignate 1.93 acres in the northeast portion of the William E. Miller Elementary School and Pacific Crest Middle School site from Urban Area Reserve (UAR) to Residential Urban Medium Density (RM).
The area proposed to be redesignated to RM is bounded by NW Crossing Drive to the northwest, NW Skyline Ranch Road to the southwest and the Summit High School site to the east.

Talline Development Update

Do you drive by Talline and wonder what is being built? Phase 3 of Talline is starting construction. That includes:

The commercial building is currently planned for a November start with the anticipate that construction will be wrapping up sometime in Fall 2026.

The roads in Phase 3 area are expected to be completed the first week of October, then Phase 3 home construction is planned to start mid to late November.

Outback Expansion Plan Community Meeting

Outback is home to the City’s surface water filtration facility, wells, reservoirs, and other water infrastructure. The site is a critical component of Bend’s water system. Community members are invited to talk to staff and learn more about the City’s short-term and long-term plans to expand the site, which is needed to continue supplying safe drinking water to our growing community. The Outback Expansion will enhance water treatment, security, and resilience in Bend by adding pretreatment systems, reservoirs, wells, in-conduit hydroelectric generation, and a wildfire water fill station, while also meeting federal security requirements. The City of Bend will host a Preconstruction Open House 4:30-6:30 p.m. on August 19, 2025, at Hollinshead Barn, 1235 NE Jones Rd. Community members are encouraged to drop in, meet the project team, ask questions, and learn what to expect during construction. This project will design and construct a new single lane roundabout at the intersection of Butler Market Road and Wells Acres Road, and pedestrian and bicycle improvements on Butler Market Road between Boyd Acres Road and Brinson Boulevard.

Urban Forestry Position Filled

The City of Bend has placed Ian Gray in the position of Urban Forester.. Urban Forestry is a new program in Bend developed to help balance tree preservation with producing needed housing.
The initial focus is to address community concerns over the loss of trees on new development projects and finding a balance between preservation and achieving higher housing density.

Notice of Bend Development Code Update
June 4, 2025 Public Hearing

On April 28, 2025, the Planning Commission held a public hearing and recommended approval of amendments to the Bend Development Code to the City Council with one amendment to BDC 3.6.200(B)(2)(a) to allow one or both of the accessory dwelling units to be detached from the primary dwelling unit. The Planning Commission’s recommendation, including the proposed amendments and findings, are attached for your review.

The City of Bend will hold a “hybrid” public hearing before the City Council on June 04, 2025 at 07:00 PM. You or anyone else may attend the hearing virtually or in person in the City of Bend Council Chambers at 710 NW Wall Street, Bend, OR, 97703. Meeting materials and virtual attendance instructions will be on the City Council agenda which can be found at https://www.bendoregon.gov/government/city-council/city-council-meeting-agendas-video prior to the hearing. Those without computer access may call the staff reviewer below prior to the meeting for a call-in number in order to participate via telephone.
Public comments may be provided in writing prior to the hearing or you may provide public comments during the public hearing on June 4, 2025.
