Notice of Public Hearings

Public Hearings on Pahlisch Treeline Development

January 31, 2020

​

Public hearings will be held before the City Council on two aspects of the planned development on Anderson Ranch along Skyline Ranch Road. Pahlisch Homes is requesting that the property be annexed to the City of Bend. City Council is also being asked to approve the community master plan, which will create the Treeline Development. The plan calls for 65 homes, including 12 town homes, and 6.9 acres of open space. Extensions of Brickyard St. and Skyline Ranch Rd. will run through the development. The hearings will be at the same Council meeting on Feb. 19th at 7:00 pm in the Council chambers at City Hall.

Notice of Approval

Rio Lobo Shevlin West Master Plan and Annexation

January 17, 2020
 
The City Council has approved annexation of the expansion area that includes the Shevlin West development owned by Rio Lobo. They also approved the master plan for the 40-acre community, which will have 116 homes and a neighborhood park.

These are final decisions that become effective today, Jan 17th.

Notice of Amended Application

Amended Application for Short-Term Rental Permit on Flagline Dr
January 17, 2020

 
A second notice has been received regarding a permit for a whole house short-term rental at 356 NW Flagline Dr in Skyliner Summit. The original application (posted on 12/18/19) was for a 6-bedroom permit; the amended application calls for 5 bedrooms. The City indicated that the home had only five qualified parking spaces.

Comments will be taken until March 13th on the proposed 116-home subdivision on 40 acres known as Shevlin West. The project will connect to existing streets at Mt. Notice of COCC Press Release

Outcrop Neighborhood Set to Break Ground on COCC Property

February 26, 2020

 
T
he Outcrop neighborhood of 16 single-family homes, many with accessory dwelling units, will break ground on March 4th. Located along Reserve Camp Rd., this is the first stage in developing the college's 49-acre property on the southwest corner of Shevlin Park Rd. and Mt. Washington Dr.

​

The development is named for a preserved section of basalt outcroppings on the east border of the lots. The new subdivision will occupy a 12-acre parcel on the southwest side of Central Oregon Community College’s Campus Village. COCC will retain ownership of the land and lease the ground to the homeowners.

​

William Smith Properties Inc. (WSPI), the Bend-based development group behind the Old Mill District, is the project’s master developer. Curtis Homes, with prior experience in Bend’s NorthWest Crossing, Tetherow, and Aubrey Butte neighborhoods, is the homebuilder.

​

The construction of the first 16 homes will take place on approximately five acres. Additional residences will likely be built on the remaining seven acres once sales of the first phase of homes are complete. Harcourts The Garner Group Real Estate will be the real estate agency selling the homes.

Anderson Ranch Treeline Project Annexed by the City of Bend

March 18, 2020
 
The City Council has officially annexed 28.3 acres to the city, approving the master plan for the Treeline Subdivision, which will have 65 single family homes, including 12 townhomes, and 6.9 acres of open space.

The decision is subject to appeals filed with LUBA by March 24th.  See the notice below for more details.

May 7, 2020

 
A land division application has been submitted for part of the Anderson Ranch property west of Skyline Ranch Road and south of Shevlin Meadow Drive. Located within the Treeline Master Plan previously approved by the City, this will create 65 single family lots, including 12 townhomes, on 28 acres.

Notice of Triplex Application
Addition of Two Units to an Existing Home to Create a Triplex
June 22, 2020

 
(Note: this property is in River West Neighborhood Association, rather than Summit West; SWNA received notice because the property is adjacent to the boundary of SWNA. Residents who live on the south side of Troon Ave may be interested in this application. Under a new state law and under city code, triplexes are allowed on single family lots.)

The owner of 1828 SW Knoll Ave in the Overturf Butte subdivision is proposing to create a triplex by adding two new units on a property with an existing single family home.

The property is located on the south side of Overturf Butte and north of Simpson Ave, on the north side of Knoll Ave. There is an existing two-story, 1,408 square foot single family dwelling. The proposed building location is in front of the existing home, nearer the street, in an area of clearing with the least amount of slope.

​

The application is for the addition of a 1,723 square foot, two-story, two-unit dwelling structure. The proposed two-story, two-unit dwelling will comprise a single-story west unit that has 827 sq. ft. of living space, 60.6 sq. ft. of storage, and 179 sq. ft. of porch & deck. The two-story east unit has 859 sq. ft. of living space, 60 sq. ft. of storage, and 190 sq. ft. of porch & deck.

Notice of Public Hearing

Planning Commission Public Hearing on Code Updates adding New Development Alternatives
July 28, 2020

 
The Planning Commission will hold a hearing at its regular meeting at 5:30 pm on Monday, August 24th regarding two code update packages. The hearings will be held via a virtual meeting platform.
​​

​

Among many code changes, the first package conforms Bend's development code to a new state law requiring that cities allow duplexes and triplexes in all residential zones where single family homes are allowed. They will now be permitted on 4,000 s.f. lots in RS zones. (A later update will address fourplexes, which the state also now requires.)

 

The major addition to the code is a new Chapter 3.8, called Development Alternatives, which begins on page 33. It addresses the following types of housing:

  • Micro-Unit developments (also called SROs) (new)

  • Small Dwelling Unit developments (including lots of 1,500–3,999 s.f) (new)

  • Infill developments (Shared Lanes & Mid-block Lanes, Flag-lots, T-courts, and Shared Courts) (revised)

  • Cottage Housing developments (relocated from another chapter)

  • Courtyard Housing developments (relocated from another chapter, plus revisions)

  • Zero Lot Line developments (new)

  • Urban Dwelling Sites (new) (this is the subject of the 2nd notice and document attached below)

Planning Commission Public Hearing on Adoption of Bend's Transportation System Plan

A public hearing will be held before the Planning Commission as the first step toward adoption of the City's new Transportation System Plan. The hearing will be conducted over two evenings, beginning at 5:30 pm on Monday, July 27th and Tuesday, July 28th using an online platform. Notice of Modification and Variance Requests

Modification & Variances for the "Grove" Project in NWX
July 8, 2020

 
West Bend Property Company previously received approval for a 3-building mixed use development on the northwest corner of the roundabout at Mt. Washington Dr. & Crossing Dr. The project is under construction at this time.

​

The developers are asking to remove the planned stacked-parking system within the 33-unit multifamily residential building.  They also want to eliminate 22 parking spaces, reducing the approved 129 spaces to 107.

​

In addition, they want to remove a vegetated cover over part of a surface parking lot, and decrease the site landscaping from the required minimum of 15% to 11.4%.

Notice of NLA Position

NLA Position Statement and Survey on Proposed Micro Units
August 23, 2020

 
As noted in the previous post below, the Planning Commission and City Council will consider an update to the Bend Development Code that includes a new chapter on development alternatives, including small dwelling unit developments, zero lot line developments, and micro unit developments. Micro units (more commonly called single room occupancy or SRO units) have prompted some controversy due to their history in other cities.

​

The NLA (Neighborhood Leadership Alliance, a standing committee reporting to the CIty Council) has submitted comments on the proposal to the Planning Commission, which will hold a public hearing on Monday, Aug. 24th at 5:30 pm (see the previous post for details).

​

​NLA shared the results of a micro unit survey that was completed by 284 members of the neighborhood associations. About two-thirds of the respondents were opposed to micro units.

Notice of Public Hearings

Public Hearings on Code Changes to Public Comment Periods and Notification Requirements
October 15, 2020

 
Proposed code changes could expand public comment periods and notification requirements for some types of land use development applications.

​Public hearings will be held to discuss the proposed changes, as follows:

 

  • Oct. 26th, 5:30 p.m., Planning Commission Work Session

  • Nov. 9th, 5:30 p.m., Planning Commission Public Hearing

  • Dec. 2nd, 7 p.m., City Council Public Hearing

​

These will be virtual meetings. Watch the Planning Commission and City Council webpages for information about how to participate in or watch these public meetings. See the attached notice for details on how to submit written comments.

The Neighborhood Leadership Alliance (NLA), a City Council advisory committee made up of representatives from the neighborhood associations, worked with City of Bend staff to identify and recommend potential amendments to the Bend Development Code (BDC) about public meeting notification and public comment processes for Type II and Type III development applications. The proposed code changes are the result of nearly two years of neighborhood outreach by the NLA.

​

When an applicant seeks a Type II permit, the City notifies property owners within 250 feet of the application site by mail and opens a 14-day comment period for the public to provide input. The NLA recommended extending the public comment period to 16 days.

​

A Type III application is where the City Council, Planning Commission, or a Hearings Officer makes the final decision after a public hearing. The NLA recommended that the City increase notification areas from 250 feet to 500 feet for Type III hearings.

​

Some Type II and Type III development applications require a developer to hold a neighborhood public meeting before submitting an application to the City. The NLA recommended increasing the notification period for these meetings from 14 to 21 days. 

​

For both Type II and Type III development applications, the NLA has recommended that notification signs posted on the site remain posted throughout the duration of the public comment period and be legible from the “public way,” such as the street.

​

Notice of Online Permit Center Training
November 21, 2020
 
The City of Bend's new Online Permit Center will go live on Monday, Dec. 14th. This new software platform replaces ePlans. In an effort to prepare users for the launch, the City is offering several online training webinars providing an overview of the new system, including demonstrations of its key features. 
These training sessions will be offered via Zoom.  If you are unable to attend one of the sessions, you will be able to access recordings of the training sessions on the Permit Center webpage.

City Permitting Process to Pause for Launch of Online Permit Center
November 11, 2020

 
On December 14, 2020 the City’s new Online Permit Center will go live with upgraded features and functionality for a host of permits and licenses, including:

  • Building and Engineering Permits 

  • Land Use Applications

  • Code Complaints Submissions

  • Inspection Scheduling

  • Special Event & Fire Requests

  • SDC Estimates

  • Documents and Agreements

From November 25 through December 11 permit activities will be limited as existing records are transitioned over to the new software. The City of Bend will not be accepting new applications or payments, no permits will be issued, and no plan reviews will be conducted during this time. Inspections will continue and there will be limited staff available for customer inquiries.

To prepare for this upcoming conversion period, please complete any existing applications, inspections and/or permits and pay any outstanding fees prior to November 25, 2020, to avoid project delays.

Notice of Proposed Code Amendments

Public Hearings on Code Changes affecting Public Notifications
December 15, 2020

 

The NLA submitted to the City Council proposed amendments to the Bend Development Code that affect public participation in land use processes. The proposed changes would have:

  • Increased the notification period for required pre-application neighborhood meetings from 14 to 21 days.

  • Increased the period for public comments on Type II applications from 14 to 16 days.

  • Required that signs posted on the property remain up throughout the public comment period.

  • Increased the radius for providing mailed notice for Type III applications from 250' to 500'.

Based on objections from developers, these changes have been amended to the following:

  • Notification of required pre-app neighborhood meetings will be both emailed and mailed 15 days prior to the meeting (the current time requirement).

  • Notice of a Type III application will be sent to all properties within 500' of the project.

  • Signs posted on the property must remain up throughout the public comment period.

  • Posted notices must be located within 10' of an "abutting public way".


Public hearings on the proposed amendments will be held:

  • before the Planning Commission on Monday, Jan. 11th, during the regular meeting beginning at 5:30 p.m.

  • before the City Council on Wednesday, Jan. 20th, during the regular meeting beginning at  7:00 p.m.

 

Note that the code amendments include a change to Chapter 2.3 to permit small animal veterinary clinics in Mixed Employment zones.
